Problems linking to files in the repository that are uploaded unencoded special chars in. E.g. http://www.cyberarmy.net/files/docs/Flixst_Winner_Contest%231.zip?action=view
note that in this link %231 works, but the link that was given in the rss feed in /my/ used #
Similarly, the link in that page does not work, but correcting the coding sends us to a page with incorrect permissions.
Either need to fix all these issues ... or prevent users being able to upload files with these chars in the name.
