Normally if a group has no projects, it says ' No projects', however, if there is a classified project that the user can't see, it just displays nothing.

The new version of /brigades doesn't show 'No Projects' / 'No sub groups' / 'No members'
This should be re-implemented. It maintains the consistent layout throughout the brigade tree. (Wording above is not exact, but should be something to that effect).
